The following crew members are required to obtain a Seaman's Book:

• Crew members who are scheduled to join a ship that will sail in Asia during their contract
• All deck and engine (marine) personnel ​
• Crew members from nationalities where it is required by the national government: China, Indonesia, and the Philippines
